Disaster Prevention & Infrastructure, 2021 Edition
①Insufficient preparation and response to natural disasters
Natural disasters have increased both in frequency and severity due to climate change, leading to large losses in human life and severe damage to infrastructure. Systematic, proactive, and scientific measures are necessary for preparation for natural disasters, emergency response in the event of a disaster, and the recovery and reconstruction following a disaster.
②Poor management of societal infrastructure
The societal infrastructure that was built intensively during the period of high economic growth will soon begin to deteriorate and will need to be renewed in mass at the same time. As national and local governments face financial difficulties, the monetary burden associated with maintenance and management has become a significant problem.
③Urban decay caused by an increasing number of vacant houses
The number of vacant houses in Japan is increasing due to the declining population and birthrate, aging population, as well as changes in social needs. Unmanaged vacant houses cause societal problems that harm people’s living environment in areas such as disaster prevention, sanitation, and landscape.
④Larger number and harsher types of cyberattack
Cyberattacks on control systems of critical infrastructure are increasingly threatening the sustainability of continuous provision of services. Targeted facilities include the manufacturing production lines of power companies, oil pipelines, and automotive companies.
